Dear Madam/Sir,
First of all, I would like to thank you for your invaluable work and
personal commitment to the goals of WSIS at the second meeting of the
Preparatory Committee (PrepCom-2) held in Geneva last February.
Referring to the invitation letter of Mr. Yoshio Utsumi, Secretary
General of ITU, sent out on 8 April 2005, and in order to prepare the
third meeting of the Preparatory Meeting (PrepCom-3) in an efficient
way, I invite you to submit new proposals for Chapter one
(Implementation Mechanisms) and Chapter four (The Way Ahead) of the
Operational Part of the Final Document (s) of the Tunis phase of WSIS.
In accordance with the Decision of PrepCom-2, the Group of Friends of
the Chair (GFC) will brainstorm upon new ideas regarding
implementation and follow up and will draft a proposal, to be
submitted to PrepCom-3 for further consideration. This new proposal of
the GFC will be submitted to the PrepCom-3 in addition to the written
comments and proposals presented during the first reading on 21
February 2005, contained in the compilation documents on Chapter one
(DT-2 rev.2) and four (DT-5) respectively. The new proposal of the GFC
and the outcome of the first reading of Chapters one and four will be
examined during PrepCom-3 together.
The work of the GFC will therefore depend, in a substantive way, on
your written contributions and reflections you may wish to send to the
WSIS Executive Secretariat (wsis-contributions@itu.int) before the 31
May 2005.

Permiten -moi en primer lugar le agradecerse su trabajo inestimable y
el compromiso personal de los que hizo prueba en favor de los
objetivos del SMSI en la segunda reunión del Comité de preparación
(PrepCom-2), que se celebró en Ginebra en febrero.
En respuesta a la carta de invitación enviada el 8 de abril de 2005
por el Sr. Yoshio Utsumi, Secretario General de la UIT, y con el fin
de preparar eficazmente la tercera reunión del Comité de
preparación (PrepCom-3), me complace invitarle que presentara nuevas
propuestas para los Capítulos uno (Mecanismos de aplicación) y
cuatro (la consecuencia) de la Parte operativa o de los documentos
finales de la fase de Túnez del SMSI.
De acuerdo con la decisión del PrepCom-2, el Grupo de amigos del
Presidente (DÉFICIT) va a reflexionar sobre las nuevas ideas
relativas a la aplicación y el seguimiento, y redactará una
propuesta que se presentará al PrepCom-3. Esta propuesta se añadirá
a las observaciones y propuestas escritas presentadas en primera
lectura el 21 de febrero de 2005, y recogidas en los documentos de
compilación relativos al Capítulo uno (DT/2(Rév.2)) y al Capítulo
cuatro (DT/5). La nueva propuesta del DÉFICIT y los resultados de la
primera lectura de los Capítulos se examinarán uno y cuatro
conjuntamente en el PrepCom-3.
Por lo tanto, el trabajo del DÉFICIT será en gran medida tributario
de las contribuciones y reflexiones que querrá bien dirigir, por
escrito, al Secretariado ejecutivo del SMSI (a la dirección
wsis-contributions@itu.int) de aquí a del 31 de mayo de 2005.
